Selling counterfeit items is a punishable offense.

I have read that the govt has taken strict steps to curb selling of counterfeit items, now it has been rated as a punishable offense, actually this has been done keeping in mind the welfare of the tourists.

I would think that would be the case of any respectable government. Fraud is never excusable and can have a very high price, depending upon the specific item involved.
 
Compared to some other countries, counterfeiting really is not as big of an issue in Italy compared to a place like Russia where bootleg items seem to actually be more common than legitimate versions are. Of course pretty much every country in the world has some degree of counterfeiting problems, most governments don't seem to have too much trouble in minimalizing it.
