How Do Foreigners Get To Vote?

Well, in my home country, when you turn 18 you get a special card that allows you to vote because you're an adult.
Does this apply in Italy too? As a foreigner, do you have to follow certain steps before having the right to vote or is it enough to get your residency?
 
I think you have to have your residency and that's it. I got a paper in my mailbox some time ago, just before the city I live in voted for mayor, and I had to go to the city hall (if I recall correctly) and withdraw another paper that says I can now vote.
